so basically buying a second account doesn't automatically repent your sins and make you a non-griefer. the less we have to deal with it the better, and if they have done it before then why give them a second change.

There should of course be exceptions though. If someone hacks like crazy and does mass damage, then the threat of future damage outweighs any possible benifit to others sharing the same IP and they should be IP banned.
