Also, guards? Why would they guard when they could instead kill everyone and steal everything? For a city like this to work, there has to be a least a small zone with no pvp so the merchants don't get slaughtered.
It seems to me that the number of looters and gankers attracted to such a city would so outnumber any possible number of guards they would overwhelm them and simply level the city.
I'm not sure how freelance shopkeepers would work, but any shopkeepers on a faction could/would just get their fellow faction members to help them out, much like now. As for the guards, I'm trying to set up/organize a "guards watch the guardsmen" kinda thing.
From what I understand though, most of the more active factions in the Nether want order and to protect people. They're not the type to run around ganking people left and right and looting things.
I voted no because the nether is meant for chaos and pvp..
There will most assuredly be PvP, and chaos will still exist out in the rest of the nether. A little order never hurt, and the city can act a a port in the sea of chaos that is the Nether. You know, instead of having to jump through a Nether portal every time you run out of food or arrows.
