There has also been talk (at least from the Ceteri people) of making PvP toggleable. I'm not too keen on this personally and would feel that it would be pushing the requests a bit too much.

You would also have to make your own portal in the city, otherwise some guy could randomly make a portal and it would spawn a portal in the middle of someones house.That is actually a wonderful idea.
I support Intelli making certain areas protected, but someone would have to own the plot so s/he could add builders and people with permissions to access chests and whatnot. However, I dont think Intelli would want to open the can of worms though of making protected nether areas because then everyone would want one, perhaps Intelli would personally own the plot, then have the mods be co-owners who could add/remove people?
