A better idea might be to have no pvp at the naturally protected spawn area.

Mobs don't damage blocks and don't do all that much damage to players since the server is set to easy/default. You can't starve to death. You don't have to sleep in a bed to set your spawn point and then worry about your bed getting blown up and having to trek across the map to get back to your stuff. Want to meet up with your friends? Just do /spawn, no need to travel to them. Once you dig and place enough blocks you can keep your stuff safe and even before then no one is allowed to loot your stuff that you leave in an unprotected area. And you even have a secure place to pass items to one another and then get right back to what you're doing via /trade.
But... if you are in the wrong place at the wrong time (which you can't predict other than night is falling) now someone can kill you and take your stuff. Might as well turn off block protection during the mist and allow looting til sunrise.
Increasing the chance for unwanted pvp increases the chance for more hard feelings between players which degrades the feeling of community on the server without doing much to increase the overall survival aspect of the server.

A pvp tagging system should be added, so players who get involved in pvp during the mist cannot /spawn, /trade, or get natural spawn protection after being pvp tagged for a certain amount of time.
