Actually, this is never going to happen not because of the coding but because of its effect on the sever. Can you imagine the server having to recalcualte light values every single time a player moves? It would rape the server majorly and if it didn't crash it constantly it would at the very least lag it horribly.
Beyond that, the very idea itself sucks for the following reasons.
Torches are assumed to be unlit while in your hands. Otherwise they would be effect weapons, but as it is they are nothing more than sticks.
Also, if they produced light while in your hands, you should be able to set things on fire by striking a block with the torch. This would make flint and steel obsolete and change the whole balance of the game.
As for the coding itself, you might ignore it, but no one else will, so you can just skip this section if you think coding it doesn't matter. Actually creating a moving light source like this would require the server to have an invisible light block for each player and it would have to constantly check the players position and what they are holding and update the position of the light block over and over, which would be fairly easy to code but it would be an immense hit on the server resources, which are already sapped by re-calculating the light levels every time someone moves.
Seriously, icarus, did you even think for one second about this idea? Its terrible on all levels, not just the ones you like to ignore.
Edit: Of, and this would mean you only need one torch to explore an entire cave system. Even more game balance breaking changes.
