ESRB ratings are not mandatory, nor are they legally binding in any way as to possession and purchase. Stores can maintain standards in which they won't sell M-rated games to minors, but the ratings are simply advisory and in no way prohibit purchase buy under age youth.

I'm not saying that 12 year olds playing grand theft auto is a good thing (It's not! Who wudda thought?), but I have some other problems with the ESRB. Mainly that they get WAY too technical about artistic details and blackball game designers into making unnecessary changes in order to achieve a lower rating, or else face failure on the market due to the rating being too high for the target audience.

As for the issue at hand; yes it is completely idiotic, but the chance it will pass is pretty slim. Violent video games have been a scapegoat for violent children since Columbine, and probably even before.

Edit: And Bone, Cricket is a sport similar to baseball, played in Britain, and very popular in India and other East Asian nations.
