He means that if you yourself doesn't want to see Helpbot answering people, then you can turn it off on your own screen.

Right, but I believe meepers' point stems from the fact that someone could turn helpbot off, curse, and since the warning would not be displayed on their screen, curse again, then get banned and complain about the lack of warning.

Although either way, this would require separate chat feeds to be displayed to players with different settings, which would likely contribute to the need to redirect server resources to places they currently don't need to be. A.k.a. increasing lag. Although I don't know the actual toll this would take on the server, and may not even be noticeable, it's simply something that might want to be taken into consideration.
