One solution would be to stop TNT from activating other TNT blocks--it would then be impossible to use cannons. However, I'm not sure if anything could be done to stop someone from just placing TNT along a realm's border and blowing up a few blocks along the edge... unless there's a way to make the TNT's block damage be recognized as a player's block damage (i.e. the TNT can only damage blocks that could normally be damaged by the player who places it or who activates it), then it might work.

Another option would be to only allow TNT use in the Nether. There wouldn't be much use for that, especially since griefing is not allowed even in the Nether, but it would at least create a way to burn through whatever stacks of TNT players accumulated before it was disabled.

How would this effect cannons in any way? Typically, all tnt in a cannon is activated by redstone wiring. The only tnt on tnt interaction is the last bit where the tnt that is going out is pushed by the other tnt explosions. Removing the impact from tnt would kill cannons, but it would also completely change the way tnt works.

And isn't that the only part that needs to be disabled to stop cannons from firing TNT across large distances? I agree that it would totally change TNT's function, but perhaps that would be preferable to being unable to use it at all.

Do you guys really think someone is actually going to build a TNT cannon to grief someone? Anyone with the resources to do so will have been on the server long enough to not want to get banned for griefing.

It is disabled, but there is a lag glitch to allow explosions

No you would block the damage of blocks outside of private realms.
Yeah I see what your saying it would lag a bit but really there should be nothing wrong with using tnt in your land.
