I don't really think that reputation can be a proper judge of someone's character...
Coming from a guy with 4/10 rep

Hmmm...
Cog-1.0 Veteran.
You-3.0 Non-Veteran.
Think this over before you run your mouth again. He has played on Minerealm for about 9 months more then you. I bet the numbers would be much different if total play time since he started playing on Minerealm was included.

If new players haven't even been to the forum to read the rules how would they know the mod request command even existed?

Most of the new players I see have trouble figuring out the help command even exists until after they've spammed the chat for a bit.

Abuse of the feature would be discouraged, since the removal of in-game notifications to mods would make this system's requests slower than just PMing a mod in-game. However, it would be a surefire way to make the staff aware of an issue; if you encounter damage to the subway or relatively minor griefing to someone's home, it would make the information available to mods at their leisure, when they're not busy with real life matters or less urgent problems within the game.
I think this would be the best implementation of this command.

This. ^

And, as far as it being abused, it would NOT be hard to allow a player to have only one open request at a time.

I don't think it will be too useful though =/

I have a low rep. Does that mean that my input is not valued? :'(

BTW I love this Idea.
It works great on nyancraft and other servers that use this, very helpful.

It isn't. In my eyes, reputation should be removed. It's cool and all for those with high reputations, but it leaves people with lower then 6 looking bad.

IMO, reputation is something that goes unspoken. We don't need to label the more active, less- banned guys, and we also don't need to label those who were banned, and received lower reps.

Just my .02.
