I would love to have rain booted, but snow is useful. If there was an option for that, I would vote for it.

Another option may be to drastically modify how weather works.

In real life, for example, it only (typically) rains for a few hours at a time.
That would work out to being like 3-5 minutes of rain/snow every 4-5 hours in minecraft.

This is my favorite option.

Given that weather has actual measurable in-game effects, and all of the problems caused by weather are fixable user-side, I have to say no. Absolutely not.

Personally, I LOVE snow, and I couldn't care less about rain. I actually kinda like it. If you REALLY don't want rain, don't bother other people by it, go download optifine. It has an option to turn it off.
