I was recently building and wiring up an archery range when I noticed that RS doesn't pass through blocks for some reason. I hope that this can be fixed because i need to use redstone for a couple of projects, this might have been posted before, but i'm not sure. please fix this ASAP

Try using cobble instead.

I could easily be wrong, but RS should NOT go through blocks unless pushed by a repeater. The repeater is what jumps that 1 block gap

That is correct, you need a repeater on one side of the block. (It doesn't matter which one)

Power may be transmitted from a powered block to one or more of the six directly adjacent blocks. To transmit power, a block must be either:
an active power source (a redstone torch),
the block to which a switch is attached (that is, the block under a pressure plate or the block on which a lever or button is mounted),
the block a switch is in,
the block above a redstone torch
an active power conductor (redstone wire that is immediately adjacent to a powered block).
One must be careful to note that a redstone torch placed on the side of a block of dirt is actually part of the block next to the dirt, not part of the dirt block itself.

You can also put RS dust on top of the block, depending on what you're doing.
