I don't consider myself and expert but I have owned and fixed quite a few RC Cars and I think I may be able to help you.
First of all the speed on the box is in absolute perfect conditions. This means that you have to have the highest possible gear ratio with your drive and pinion gear. You need to have the flat ultra-grip tires for that brand. The battery is probably the biggest factor in speed. You need a very powerful 7.2 volt battery. The biggest I have seen is a 7500 series 10 cell battery. These boost performance by alot and your battery life will increase by alot.
The battery you have is a relatively low powered battery. I am guessing your battery life is only 5-8 minutes.
For the charger I would need the brand and model, with a little more information.

I would check your servo. I don't know how many times I stripped out a plastic servo gear. If your servo is fairly high torque then you may want to have a few gears stocked up. If you want to save money in the long run then get a stainless steel servo gear.
This could also be messed up by your steering trim. You may want to check that.
