It's debatable if he had it set to 100000s = 1 click it would decrease his amount over people using body functions to control the game. Cheating is an opinion and needs to be stated. Sorry Airlie91 obviously i see where your coming from but the rules need updating else more confusion and more grey areas will be abused.

Just for clarification because there is a lot of argument over this. This program or whatever they are using falls under cheating that gives the player an advantage. This is true because the person using the mod can merely walk away from the computer and put no time or effort into the task at hand, it is done automatically.

any sort of program/mod/bot/hack/texture pack/piece of tape that gives you an advantage over another player who is playing by the rules is illegal. Shouldn't be difficult to understand.

Not all operating systems have a click lock option. So this is a default option only for some players and not all.

If by taping you mean as in Flanny's case reading while clicking this is ok.

However, some people are claiming their manual clicking is as fast as the game allows. Seeing this clicking pace shouldn't be sustainable by a person for more than a few minutes, it is easy to assume you are using other means.
