Questions: why different times for stepping out of the nether portal and entering the nether. I'm guessing that latter is for someone who logs in and is already in the nether. Why not the same amount of time for both? And, is the "less than 150 seconds since the end of the player's last invincibility phase" to deal with people logging out and back in to avoid being killed?

Sometimes when people go through a portal they get stuck in it and have to either relog or keep pressing jump until they're unstuck. Giving players a few extra seconds for loading the nether and getting unstuck if stuck makes sense to me. Once it's clear they don't have any loading or other issues, proven by them exiting the portal, the timer would be reduced to 15 seconds or less depending on the current remainder.

It's to prevent people from repeatedly going in and out of nether portals to maintain constant invincibly. If there wasn't some kind of limit, people would abuse it.

I don't get why it's even called camping at this point. If someone fraps'd a day of the Spawn City portal you'd see there's always people by the portal. Knowing that there is always people by the portal, and you are trying to kill people, you'd have to be a complete moron to not go to the place where you know everyone would be.

Why are people entering the nether if they aren't prepared to fight? If they are invincible for 15 seconds or so when entering, that prevents a player having the upper hand in the fight due to his positioning. After 15 seconds, it's completely the players fault if they are killed anyways. They walked into the nether thinking it was some sort of community bar to hang out at.

Wasn't Nether intended for Full Pvp?
When I first joined, portal camping was allowed.
With a Nether portal directly outside of the spawn waterfall.
With only 1 spawn, many people went into the Nether since a portal was in plain sight.
It was indeed a "Party" in the Nether.
The adrenaline you get from Full Pvp is different.
Not knowing if someone is going to be on the other side, waiting to tear your flesh and to take your items.
I have died from portal campers but that's the fun of it.
You come up with strategies to win against the campers. My strategies? I used a different portal and started walking towards the spawn portal or sometimes I armor myself with diamond set and sword as well as a stack of bread (This was before the hunger bar was implemented).
I go in and start eating to prevent death by the portal camper(s), once in and alive, the battle starts.
People aren't stupid, people learn.
If people keep dying in nether due to Pvp/Portal Camper(s), they stop going into the nether or fight back.
What's the point of Pvp in Nether if you cannot Pvp?
It's basically Pvp in overworld without the option to toggle /Pvp
Either you ask someone to Pvp you in Nether or you wait for someone to strike you first, but most people are hesitant to throw the first strike because of the chance of getting banned.
Recently, most people in Nether are just watching others or just trying to get others banned.
No goals or intention at all, they are just asking to be attacked.
People are hanging around the portal and people are beginning to think Nether is a safe place.
As stated before, there are no "Safe Zones" in Nether and there shouldn't be.
Either disable Pvp completely in Nether or bring back Full Pvp.
If you don't want to lose your stuff, don't Pvp or go in Nether. Plain and simple.

Just my "brief" and "short" opinion I have towards Nether Pvp.

Addressing the current rules...

As written the current rules are partially un-enforceable. No admin/mod is going to spend minutes following a player away from a portal on the small chance that someone else will follow them, and even with video it is nearly impossible to prove unless the camper is really dumb and obvious.

The vast majority of camping bans seem to happen when someone gets attacked right at the portal and an admin/mod is standing there watching or when a player takes video of a portal attack, but in those cases the length of time they are there is irrelevant and typically never even comes up.

So, in effect the current rule that is actually being enforced is "PvP near the portal is banned" and that is all. Both the follow rule and time rule are being mostly ignored because of the difficulty involved in dealing with both of those parts by the staff. The only time they come up is when someone specifically makes a point of it and puts effort into catching someone on those parts of the rule, which is rare.

Safezone around nether portal, simple as that if you're chasing someone and they enter the safezone, that's your fault for not killing them fast enough. Also, at the rule about not being able to portal camp but if someone afks around portal awhile you're allowed to kill them... pretty illogical seeing as the afk person could just leave the nether...

Maybe the best way to solve this. Is to ask all people with public nether portals to put little signs near or on the portal, saying something like: "Warning: Nether has full pvp, be prepared to fight". I kind of think some people go in the Nether not actually expecting to be attacked, and therefore the complaints arise.
