After the wipe, yes. Not during the wipe period.

Does this include private realms? If all my lava is wiped, I'm going to have a very bad day.

All lava / water won't be wiped. Only those that trigger a from-to event.

Indeed. Same with automatic cactus farms.

Only for safe travel when necessary. For example, an inventory full of diamonds. Otherwise, the Nether is faster.
Edit: Forgot to say, you can go afk while traveling on a railway. That's a plus.

It never once says redstone cant be placed again. In fact, it says the opposite.
