Lately there have been many problems with regards to portal camping, safe zones etc. I know Intelli has confirmed there are no longer any safe zones but i have a proposal that may help to limit issues.

Each of the spawn cities have a nether portal. I propose that the exit portal rooms are deemed as a safe zone in only these locations. This way an extra sign can be added at either the spawns or in the trade center that advises all members to only enter the nether for the 1st time from these portals.

In the 'safe-zone' of the cities portals i would also advise signs on the walls of the portal rooms that give a quick list of the rules of the nether.
If people choose to create there own portal then they still face the issues but will have limited help without very strong evidence of wrong doing

I believe this will help to limit confusion with regards to the nether

You seem to forget the in-exact nature of portals. Anyone can, with minor effort, shift a portal to come out in a very different spot.

Plus, ya know, the nether. And the word safe shouldn't go in the same sentence.

The main point is that it advised people make their first nether visit through one of three main portals for the rules. If they do not then they have no comeback against anything.

Its main use is to minimize confusion with regards to nether rules as opposed to creating a safe haven
