It seems to me that you should be filling the council with people in such a way that you gain support for the city among the admins. If the head of a realm happens to make it on, it just shows that the realm has enough economic/military/political power to make it on to the council. Assuming the council is something worth being on.

I am only seeing support for this idea from the usual peanut gallery that seems to support everything.
The number 12 is due to the number of sub-realms surrounding Dis (Dis will be 100x100 with 12 50x50 realms surrounding it). I suppose I could switch it and either take away a realm or add one to the main city....
As for the members, I'm trying to make the city player run, not fill it with who would be most politically advantageous for myself. The idea behind the council is to allow the factions that will, inevitably, be PvPing against each other, to come up with some sort of rules or guidelines for the inter-city PvP for them all to agree on and follow.
Most of the people that are in the Staff's good graces are members of factions/major cities that are eligible for the realms around Dis. I outright refuse to appoint the council members myself. I want the people to vote them in so if something goes wrong, not only am I not to blame, but the people will be held accountable for their decision.
Edit: Unless you have a better idea to give all the factions a slice of the pie (which they'll want, no doubt), then I'm gonna stick with this plan.
