Former and current Ceterian mercenaries may not collect, either.

Wow! So many people who were never in Ceteri, and people who have never been Ceterian mercs killed me today! This system realy works great! I hate dying! I especially hate how you targeted unarmed Ceterians by posting a higher bounty on them, when making a higher bounty on armed Ceterians would make more sense because then Ceteri would lose materials in the process! But a promise is a promise, even if it is fueled by anger! So just to be safe, I am going to quote the original promise that you made on October 30, 2011 at 12:22 am.
