2.) There ARE repercussions to rule-breakers, but you have to provide evidence that the incident actually happened. However, you won't get your materials back (mods can't see what was originally in the chest, and so it would be too easy for people to falsely claim that they had a chest full of rare materials that was stolen).
3.) Hide your chests when they're in public areas.
