If you can't just get it straight up, upload the gif to Imgur or something like that and just get the URL from there.
Make sure the url ends in .gif or whatnot.

Well with avatars, no matter where you upload it from, it won't work unless it follows the proper guidelines for avatars as stated: Maximum dimensions; width: 150 pixels, height: 150 pixels, file size: 40.00 KiB.

If the file is too big, which most .gifs are, or the image is too large then the avatar won't be uploaded.

Download GIMP or use ezgif.com to resize the .gif and reduce the size of the file overall to fit the above guidelines, then upload the edit to a different site (I recommend postimage.org) that would allow you to link the image, or save the file to your computer and upload it that way. Usually you can simply right-click an image and select "Copy image URL" and paste it into the "Upload from a URL" section in the edit avatar tab.
