The rest of the money is removed to prevent long-term inflation. And just to let everyone know, it's probabilistically unfavorable to enter the lottery. The calculations are too complex to post here, but just know that to make a profit (or in this case, destroy some money and still break even) a lottery has to be nonprofitable to enter. You should be a few tickets anyway, though, because it's fun and it helps the server.
