There are so many floating tree tops :(
I like your idea, Intelli, but I fear with a wealth of public trees, we'll just have more of (mostly new) players chopping the easy to reach wood and leaving the mess. If there was a way to fix that, I would vote yes.

To fix this we could spawn only normal trees and not big trees.

I see tons of floating spruce treetops near my realms (and I go on sprees of cleaning them up, but its an endless task) :( its laziness / lack of caring what the map looks like, sadly.

Edit: By the way, Intelli, if you ever implement the feature where we can own realms but make them public I'd be happy to set up a few public tree farm realms.

Another fix to the surviving tree top problem is to use Tekkit's idea and make the whole tree be cut if you cut down the bottom or second to bottom block. This automatically prevents the new trees from being unintentionally griefed by newbies.

Only problem with my fix is that it would probably take a fair bit of coding.

Do all the log blocks fall to the ground? And leaves decay normally? Does it work on huge trees too?

It works on all trees if I remember rightly, and leaf blocks are destroyed just like if they decay (saplings/apples drop).

I voted yes. This will help new players get started, as well as make the map look a bit less ravaged. Cobblestone noob huts are less annoying to see when they're in the middle of a forest.

I like the idea, but it could ruin builds on some public realms. You would have to only bring back trees on public realms with little/no activity on their upper layers. Also, to make sure these trees don't make a bigger mess from newbs leaving floating bits, you should allow fire spread/burning of all new trees (if possible) +1

Make sure when this is coded that the trees don't regenerate in the sky because dirt and stuff has been removed. Also make sure it doesn't interfere with builds.

For all those who say this isn't legit trees spawn them selves in, in the first place if you plant them. Even if this isn't the most vanilla idea it will greatly benefit the server.
