I have two issues with your suggestion based on problems that have been brought up in previous suggestions. First and foremost, this suggestion taught us that,

Considering Intelli himself said this, I doubt enderman spawning would be changed as you said. In the case of making the End more accessable by forcing other players into doing so, you cannot have a suggestion that doesn't require staff involvement. I think this suggestion might be invalid for those reasons.
Must you always ruin the suggestions?

This isnt a very good suggestion IMO but it could be.

As much as I like the majority of this idea, I think there are Accepted Ideas/Suggestions which are more important to get happening first.

This imo doesn't get as much priority.

Nah. You can already build in the end just fine. It's also a very limited space, I think 500x500. Realms would be bought up quick.

I agree with a lot of this. However, I'd like to see it as more of a guild base type place... For example, your guild pools together and for 150k~ can purchase a huge plot of land, lets say 500x500. If the end were 10,000 x 10,000, this would be sufficient room for 400 guilds which I think is enough.
Problem with this is, a lot of guilds might permanently migrate to the End, which is bad. Perhaps the plot size should be smaller... Say 200x200. Each guild can still only own one mind you. There also needs to be a risk factor, anyway...

Clear paths would have to go through every realm. In the end however, you should be able to use /base or something similar which takes you to your guilds base in a similar fashion to /home. After purchasing the realm, everyone in the owners guild has permissions.

If the owner leaves the guild, the realm disbands. The owners previous guild has 30 days to purchase the realm before it becomes public. It could also possibly wipe upon becoming public.

A system like this would truly allow us to see the wonders a powerful guild can create, in a space larger than a miserable 50x50 spawn realm which they 'might' own.

I know this is completely different to what you proposed, but overall I support the idea of land ownership in the end.

TL;DR: The end becomes a dimension specifically for guild bases.
