. If I was Intelli, this is how I would design the filter:
There is an internal spam counter that may or may not be displayed on the screen (though I would recommend showing this on the screen so they know how close they are to being kicked) that is increased by one every time they enter a message in public chat 5 seconds after their last message. 5 seconds after their last message, if they do not say anything else, then instead of the counter being reset to 0 it would only go down by one, which would make the value simply go down every 5 seconds and not just reset to 0.
When the counter reaches a certain point (for example, if you set this value to be 4, that would mean that when they entered 4 messages in public chat in quick succession), they will be kicked with the generic message.
From the point they log in next, if they say ANYTHING for 30 or so seconds, maybe even one minute, they will be banned and they have to ban appeal.
This method works on another server, but there are a few problems with it. On the other server, there is no private message sent from the server to the player letting them know that they should not say anything for 30 seconds after being kicked, and if players don't read the rules, they usually say something like "Why was I kicked?" and they get banned. I would suggest putting a message up along the lines of that, though.
This is all up to Intelli, obviously, this is just a suggestion. I could have made a seperate thread but it seems a bit unnecessary.
Back to this suggestion, though, if there is a stricter spam filter, maybe not even the likes of the one above, there is no need for players to have this power, and I think that this would just lead to more hassle and drama and much more work for staff anyway.
