Haven't seen the wiki today so far, but all the cities can be set to have a category using the [[category:name]] command. That means its possible to navigate to every city this way.

Sheesh, i can't believe the terrible spelling and grammar! Who on earth made the spleef page? I edited every single section so they wouldn't have all that horrific grammar.

No it's not. The rules at spawn in the survival server say exactly the opposite.
