I'm more interested on why both accounts are on the same ip. If he was hacked they wouldn't do it through his pc.

Same ips? Coincidence? I think not. Unless you give a good explanation, there is no good reason for you to make a move like this unless you are trying to get unbanned fast which is a horrible motive. Make a new appeal that is refined if you really want to join the server again.
