Idea:
New console command: /kickvote <player>
Reason:
Players (almost always new to the server) are regularly abusing or flaunting server rules when Staff are not present, but in such a way that they avoid triggering any Server filters. A kick vote system such as that implemented in many online FPS games would go some way to resolving this.
Implementation:
1) A player observes consistent inappropriate behaviour from another player, either in-game or in public chat.
2) The observing player warns the offending player that their behaviour is inappropriate and takes a screenshot of that warning for proof.
3) If the offending player's bad behaviour continues, the observing player gathers evidence of that behaviour, whether by screenshot, screen capture or by ensuring that other players have witnessed it and can provide verification.
4) The observing player types console command: /kickvote <player> <reason>
5) The Server displays message: <Server> Kick vote called for <player> due to <reason>. Type /kick if you support this player being removed from the server. This vote will remain active for 1 minute.
6) If 50% of players respond with a /kick vote then the target player is auto-kicked from the server for 30 minutes. The 50% threshold is recommended as some players are likely to be AFK when the kick vote is called.
Limitations:
To prevent abuse of the kick vote system, the following limitations could be applied:
1) Only Veterans can call a kick vote.
2) A kick vote can only be called for new players (<24 hours on server).
3) The person calling the kick vote is responsible for recording proof that the player was abusing server rules, or have several other players to confirm in the case of non-screenshot friendly abuse (eg speed hacking), and be able to supply this proof or witness details to Staff upon request.
4) If a kick vote is successful but challenged by the kicked player, and the person calling the kick vote cannot justify the kick vote satisfactorily to Staff, then the person calling the kick vote receives an automatic 2 week ban.

I'm really not sure what the response of other MineRealmians will be to this, or what flaws might be identified in this system. I have observed it in action in numerous FPS games in the past and it generally works well there though, so I believe the outcome would be more positive again in MineRealm where there is a regular player base and community spirit. Feel free to critique or suggest modifications.
