I think the game remembers how many times you've repaired a tool and it adds additional experience cost the next time you repair it. You can continue to repair it, but it becomes more and more costly. Eventually it will go over the 40 XP level limit on anvils.
If you put a name on a tool or piece of armor, the XP needed to repair it never increases. This is why you should name any pick you plan on keeping.

I just filled in a 50x25x15'ish area and found it very unrewarding creds-wise. Seems you get no credits for placing gravel or sand where a water source block originally was, and if you then use the torch method to remove you only get 1 cred for the block that you actually remove. A bit miffed about that because sea reclamation is one of the most laborious ways of building that exists in Minecraft!

Tools definitely get more expensive to repair with use. As jackavsfan says, you can negate that by renaming the tool when you first repair it ... I thought you had to rename it each time though to keep the benefit? Haven't tested it. From what Jack is saying it sounds like you only need to rename once. The rename does cost extra XP on the anvil so if you're trying to repair and rename an Eff IV Unbr IV pick then you might top out the anvil limit. Try it and see.

I reckon your best bet would be to find someone with either existing NPC villagers or a zombie spawner, heal a few and start up your own NPC village. I have a friend with villagers and let me tell you, trading wheat and raw chicken with her for diamond pickaxes in return (some with Eff II enchant; others vanilla) is a darn sight better than mining for them!

You only need to rename it once. I have some tools that I have repaired probably 20 times, and the cost never goes up because I named them at the start. And as long as you name it at the beginning, you won't be anywhere near the XP limit on the anvil. My Eff V Unb III (Named the Pick of Destiny :P) only takes 18 levels for a 1 diamond repair and just slightly more for 2 diamonds.

Keep the tips coming guys, they are very useful.
If you've already repaired it several times, it's probably a good idea to make a brand new pick and name it right away. And I believe you can clear the "number of times repaired" value for the pick if you combine it with another tool, as long as you have it in the second anvil box instead of the first. I may be wrong about that though.

Progress Report 2:

Bought the remainder of the 25 realm main block of the island, also redkiller123 bought 10 realms after I asked on the forums for help buying the realms.

Hollowed around half the first realm to bedrock, had to repair my pickaxe about 10 times, luckily I have been hording diamonds for the last year :D

The image shows one of three sections hollowed. In these sections I am going to start building the farms as my food has been running low recently and have resorted to melons :/

Lay the foundations on one more realm bringing the total to 16/25, will soon be able to start laying the dirt/grass and sand over the island and start forming its shape.

Progress Report 3:

Have begun construction of my wheat farms, to supply myself with food for the project. This is one farm of many that I will build, also only one layer, possibly 3-5 more layers to come.

Also I think it was wormoxide (If I got the name wrong sorry), delivered 2 sheep and 2 cows over 5000 blocks for me to start my farms. Who I would like again to thank for this.

Also I have now created a more aesthetically pleasing storage area.
