Have you ever +1ed someone's appeal or request, then seen evidence turn up that made you change your mind, or vice versa? What if the OP said he/she was banned for something that was an innocent mistake, then a staff revealed that the ban reason was something else? You can always -1, but the voting system makes the votes unchangeable by default. Yes, they can change it, but many people don't even notice the option. Some people probably don't notice the poll. I know the staff still decide whether to ban/unban the player, but they take into account the vote.
As for suggestions, it's pretty much the same, except with regard to ideas about a better way to implement the suggestion, or just someone deciding that they like the idea after all. In addition, suggestions are decided on the basis of votes, making it fairly important.
