In all honesty. It's not just them. I'm sorry guys but spawn looks dirty from the map.

In my eyes, here's the areas that need work. Not "tear it all down and make a giant statue of jesus."

In my opinion, one of the main issues (if not the main issue) with spawn's look is the ridiculous amount of featureless flat grass realms, many of which haven't been touched in many months, some of which haven't been touched in like a year, and probably most of which there will never be any plans for in the future.

If prettying up spawn is the goal, occupying the abandoned fields with pretty things is a good way to do it.
