I think you will find the vast majority of players will SAY they are going to leave the server but never actually do that.

The "Lightbulbs Clause" is actually just the server rules. Lightbulbs admitted to stealing which earned him a nice temporary ban due to his appeal. Snit, however, admitted to griefing at least once, which violates the two rules that can earn you a permanant ban.

The only way to prove it's an alt is by tracking the IP, which does not match Light's. Of course, there are simple ways to change it..
