Intelli wouldn't have to put restrictions on villagers due to there being thousands of them server-wide. Hence, they had a high cost.

This is a very good reason for not giving them away for free. If EVERYONE had villagers, that's maybe 10 villagers or more per person? And 50 people or more with villagers? That's a lot of mobs. If it becomes an issue, Intelli will put greater restrictions. He might put a server-wide villager limit.
