Winning! Woot! *cough half of what we payed Cough cough* Sorry bro, but to be honest more people would buy tickets if the 'win-win situation' was directed more to the people, or at least supported a cause. I mean, 500rc/ ticket and most people will come away with 500rc down the hole, and the winner gaining only a fraction of the winnings. Of course, a lottery is a game of chance. But who's going to offer up 500rc expecting at most, 50% of the few credits cast into the pot?
Example: Daimond_boss buys a 500rc ticket, he is the only ticket buyer. Then Daimond_boss wins 250rc in return.
Or
Daimond_boss and oh say, Dlgn both buy a ticket, one comes away with the cost of the ticket bought and another with nothing. Of course both said scenarios would rarely happen, in just trying to imply a point. Here's another.
Daimond_boss, Dlgn, hippoface, and prodigy9 both buy a ticket. Prodigy9 wins, he gets 1k (50% of full winnings) and the 3 other players loose 500rc.
Solution: lower the ticket price, thus lowering the risk of loss and promoting participation. Or/ and offer more winnings, promoting chance for a greater overall gain. All in all, nobody will risk a large sum for something they probably wont get, which is also not a great victory anyways.
