Best idea with these types of situations is to ignore the other party and send a private message to the admin group as a ban request. I think they will handle it that way as well. They'll do what they can with the evidence you give them. If they don't respond, then s/he's not breaking the rules.
Doing it publicly just creates the same arguing it was intended to prevent. This back and forth arguing creates confusion. There's no way the staff can get the complete, honest story out of this nonsense.
