In light of recent suggestions, I suggest (:P) improving the system further, making it more efficient by phasing out the really bad suggestions before the community can mock and ridicule. This is explained in the following description, which is broken into bite-sized pieces, so most of you can better comprehend what I am saying.

A user will type a suggestion the same as before, but now in a new 'proposals' section which will be a subcategory of the suggestions/ideas
Proposals submitted will not appear on the main forum page, similar to ban appeals. They will appear solely in the new 'proposals' section.
Once a proposal is submitted, it is effectively 'locked'; no-one will be able to reply to the post (unless staff deem necessary). Users are only allowed to vote (thereby submitting their approval) or not vote (not approving it).
A proposal will need to reach quorum of a minimum of 20 approvals within a week period. Otherwise it is immediately 'rejected'.
Once a proposal is approved, it will be moved automatically to the 'suggestions/ideas' section (also appearing on the main forum page); it will also be unlocked, allowing users to comment.
