10rc goes into a jackpot per vote.
All names are put in ONCE. Not per how many times you voted.
This gives people more of a reason to vote, and less of a bribe to "+1" the server.
Winner gets picked on the last day of the month, and receives the money. Of course, after the 10% tax is taken out. Maybe more seeing as it's not a 100% legit income source.
