Arceus has previously been the best pokemon for a few reason, his move pool is great and has the highest base stats. However in X and Y Mewtwo is in my opinion the best pokemon. In Mewtwos mega form, it has a base stat of an overwhelming 780, whereas Arceus only has 720. Mewtwo also has a great move pool. Both are a pain to battle against, and both are considered to be the best pokemon!
