2 uses does seem to kill the usefulness of the tool, but I suppose if it were unlimited use then someone could go around and light every single wood slat on someones house on fire.

but then again, they could hatchet the wood faster anyway, as cerevox mentioned.

Another factor that probably influenced this decision is that back when fire was last seriously allowed, there was still the drop to repair glitch.That means that lighters were infinite. Once it got fixed, lighters became finite with the limit Notch set (i think 64, but i could be wrong). This actually can be used up surprisingly quickly doing just basic tasks, so i think that the default limit should work.

Also, will lava be able to set stuff on fire? if so, than the best lighter will be a lava bucket. And if you accidentally lava flood an area while setting a block of wood on fire, than thats a small price to pay for not having to spend 1 iron for every fire.

Lava does not set wood on fire.
Additionally, lighters are no longer weakened on the development server.

Is it going to show the entire list for everyone, or only those who own a realm? I don't mind seeing the whole list, but 4 pages of help with more to be added will scare off newcomers unless its sorted somehow.
