Jungle sapling drops from jungle trees are pretty rare with a good amount of trees dropping zero saplings. One sapling will not produce enough to share. A jungle needs to be brought in. Also there are rumors of jungle temples coming in the future (circle stone brick). Bring them in now and possibly lose out in the future.

Bottom line - just spawn in the saplings. Spawn enough for everyone.
