He killed me multiple times, while I was working on the nether Abysuss to Spawn City road project. (Which is now complete! Abyssus -> Spawn City = 500 blocks of walking.)

Stealing material from a player, that was going to be placed for a road, is no different than ripping up the road once it's complete. It is griefing.

Dumb question: I thought it was legal to loot a legal pvp kill. It just seems like this is inconsistent with established precedents. Have I missed something here?

My take on it is that Intelli is trying to establish a precedent that a person working on a project that benefits the whole community is to be immune to pvp/looting. e.g. with the railway construction underway, it would probably be considered griefing / illegal looting to fight someone working on that project.
