You don't need to own a plot of land to build on it. We used to have biweekly cleanups at spawn on the last map. No one ever owned spawn, and everyone could build there. It may have not been a fantastic city, but there were times when it looked great. If we were griefed, we fixed what was broken and added to it. We care about spawn, but if it's a stagnant realm that no one can touch, why bother?
