I am just curious as to where you got these numbers from. Also, I was under the assumption that the lootable block list is a list of valuable blocks. Redstone certainly isn't considered valuable. Finally, iron block stacks now are 800 credits. One can buy a stack of redstone blocks for less than that(I know I do), so i wouldn't say redstone is worth more.
The wiki.
"Redstone ore veins form at the bottom 16 layers of the map."
"There are an average of about 24.8 redstone ores per chunk."
"redstone ore drops 4–5 piles of redstone dust when mined with an iron pickaxe or better. "

"Diamond is only found in the lower 16 blocks"
"There is an average of 3.097 diamond ore per chunk."
"When mined with an iron or diamond pickaxe, it drops one diamond"

This graph shows distribution in an extreme hills biome, but it's safe to say the distribution is quite the same for an entire map (minus the emerald ore).
