Here's my suggestion:

I think that, when the server gets very laggy (Past half on yellow), all things chat (including commands) should be disabled for everyone but Staff. By doing this, players would not get banned for "spamming" when there is lag.

Downside: Lag + Spammers = No banned spammers.

Just a small suggestion.

That's the point.

Lag + Chat = Unnecessary bans.
