I have an altered tutorial idea: The server knows when a player logs in for the first time right? so Intelli could code a screen that shows up before they actually "spawn" with all the rules and a series of questions which they have to answer in order to spawn.... not sure if that makes sense so i'll type out the screen how i see it in my mind.

Thats my idea, of course more than three questions would be wise, and this can be edited and honed if something like this is thought to be appropriate

It takes care of the whole walking past the signs thing, though i would keep the signs too so people can check the rules if they can't remember if something is against the rules.
