If this bill gets passed, it will affect everywhere. Firstly, very very many americans will just be cut off from the world, pretty much. Secondly, remember that America is a very big and very influental on the world. If America passes this, it is almost certain other countries will follow.

It could, unless there was something in the EULA stating explicitly that they were allowed. And given Notch's history of bashing SOPA, there probably would be such a clause for Minecraft. So although this anti-piracy proposal would affect lots of things on the Internet, Minecraft would not be affected at all as long as Mojang (the holder of the copyright supposedly being protected) decides to not be involved with SOPA.

People really need to read the terms of use.... It specifically states that anything you create YOU OWN. People could literally sell texture packs and mods. http://www.minecraft.net/terms
