This used to be the case. Before the map wipe, portals to each of the spawn cities were in a room that was treated as a safe area where PVP was forbidden. Then, the rules changed and it was no longer regarded as a complete safe room, but rather the perimeter from which an attack would be called "portal camping" (which was illegal at the time). I wouldn't object to implementing this rule, but you'll have to make a pretty compelling case to say that it should be brought back after previously being tried and scrapped.

If the block is replaced, and the structure is therefore left undamaged, then I'm not convinced that this is griefing.
