well if not being able to grief spawn city pushes away new players, then i'm all for it.

Spawn city has a special place and role on the server. Its the communal area where everyone can go, and its also the first thing someone sees when they join. Honestly, i think the message it sends is the right one. The message i get from spawn city is that-
We like to build and are free to do so.
We have an active, strong community.
There is greifing, but when it happens we rise past it and keep going forward.
That is the message i get from spawn city. Would you honestly like to play on a highly ordered server with rigid rules on all things? I would be bored to tears. Spawn city is as it should be, a living, very active, constantly changing city. Any attempt to keep it static is really just an attempt to make it stagnate.
