Just put your brewing stands in areas that the public can not gain access to. I do this will all my chests, furnaces, brewing stands, wheat farms, animal pens, etc....

Why would you have a brewing stand, that you are actually using, in plain view of the public anyways? All our supplies, furnances, and brewing stands are locked away from the general public. Trust no one.

You have no idea who you are dealing with... however, is it legal to take things from furnaces, because if it is, does this kind of apply to it as well? Oh, it's not the brightest idea to keep them in a public place, but if its illegal the people who are stealing should be punished.
