It's general forum etiquette that can vary board to board. Stuff that is topical at the time it was posted, eg update announcements, news posts, or outdated trade requests, shouldn't be resurrected. Polls, ideas, and suggestions that have been shot down should normally stay dead. When it comes to the bans section, avoid posting anything unless you're providing evidence or are the banned player him/herself, then bump after it passes the fourth page (that's the rule of thumb from the Great Purge, it just seemed to stick) Just about anything in the chat section is fair game, as long as it doesn't fall under any of the other criteria.
