They're hard to get because they often drop in lava, not because they are a rare drop. You make it sound like ghasts rarely drop them when killed. I got one the first time I killed a ghast, which is also the only ghast I've ever killed.

Basically, if you kill a ghast over land, you'll probably get a tear.
